About the Role

We are seeking a strategic and execution-focused Director, Product Manager to lead the Enrollment & Billing Workstream for our BPaaS platform serving healthcare payers. This leader will own the roadmap, solution design, operational coordination, and client outcomes for Enrollment & Billing, ensuring alignment with customer needs and internal service delivery capabilities.

This role is pivotal in translating business objectives and market demands into scalable, configurable solutions across lines of business including Medicaid, Medicare, Commercial, and ACA.

Key Responsibilities

Product Strategy & Vision

• Define and evolve the E&B product strategy and roadmap in alignment with overall BPaaS goals.
• Drive a modular, configurable architecture that supports multiple clients, payers, and regulatory requirements.
• Represent voice of the customer, integrating market feedback and trends into product direction.

Solution Design & Delivery Oversight

• Lead cross-functional teams (engineering, operations, compliance, implementation) to deliver enhancements and new capabilities for the E&B domain.
• Define business and functional requirements, process flows, and service-level expectations.
• Ensure alignment of product capabilities with end-to-end member lifecycle, including eligibility validation, enrollment events, billing cycles, reconciliation, and reporting.

Workstream Leadership

• Own the performance and maturity of the E&B workstream including backlog grooming, sprint planning, and product release cadence.
• Partner with Program Management and Implementation teams to support onboarding of new BPaaS clients.
• Ensure delivery against regulatory and audit standards across all lines of business.

Stakeholder Engagement

• Collaborate with executive leadership, clients, compliance, finance, and legal stakeholders.
• Communicate product direction, priorities, and progress effectively to internal and external audiences.
• Influence decisions through data-driven insights and experience-backed recommendations.

Qualifications

• 10+ years of experience in product management, operations, or technology leadership in the healthcare payer space.
• Deep knowledge of enrollment & billing processes across Medicaid, Medicare, Commercial, and Marketplace.
• Proven experience with BPaaS, SaaS, or platform-based service delivery models.
• Demonstrated ability to lead cross-functional teams and drive initiatives from concept through execution.
• Familiarity with core platforms such as Facets, QNXT, HealthEdge, Salesforce, or custom enrollment/billing engines is a plus.
• Strong understanding of HIPAA, CMS, and ACA regulatory environments.
